  For the first few posts, I used a 2x4 or whatever was around to knock the rebar below the concrete line (we cut the rebar about 1-2" shorter than the hole). While this worked, it did splash more concrete around than I would have liked.

Then I discovered the best method: I used an inverted lag bolt. The head of a large lag bolt filt perfectly on the top of the rebar, and I just banged on the screw end. Way less splashing.
